Night World : Dark Angel Chapter 9

It was David, of course. Gillian turned around and stared at him, blinking. He was standing just inside the doorway, his jacket slung over one shoulder, the other hand in his pocket. His jaw was tight, his eyes dark. He was looking at Tanya. There was a silence. (How long? How long has he been there, Angel?) (Uhhh, I'd say since round about†¦ the beginning.) (Oh, my.) So that's why Gillian had been so low key and noble and let Tanya do all the yelling and threatening. They must have come off like Dorothy and the Wicked Witch. A sense of justice stirred inside Gillian. She made a hesitant move toward David. â€Å"David-you don't understand-â€Å" David shook his head. â€Å"I understand just fine. Don't try to cover for her. It's better for me to find out.† (Yeah, shut up, minibrain! Now look mildly distressed, slightly awkward. You guess they want to be alone now.) â€Å"Uh, I guess you guys want to be alone now.† (Anyway, you have to hurry to get your ride.) â€Å"Anyway, I have to hurry to get my ride.† (These aren't the droids you're looking for.) â€Å"These aren't-† (I'm going to kill you, Angel!) Flustered, Gillian made one last gesture of apology and almost ran for the door. Outside, she walked blindly. (Angel!) (Sorry, I couldn't resist. But look at you, kid! Do you know what you've done?) (I guess †¦ I got rid of Tanya.) As the adrenaline of battle faded, the truth of this was slowly beginning to dawn on her. It brought a hint of glorious warmth, a sparkling promise of future happiness. (Smart kid!) (And-I did it fairly. It was all true, wasn't it, Angel? She's really been messing around with Bruce?) (Everybody's been messing around with Bruce. Yes, it was all true.) (And what about Kim? Is she the one who spreads rumors about people?) (Like butter on Eggos.) (I just-she seemed so sweet. When we talked about rumors in the cafeteria she patted my hand.) (Sure, she's sweet-to your face. Turn left here.) Gillian found herself emerging from the school building. As she went down the steps she saw three or four cars parked casually in the roundabout. Macon's BMW convertible was one. He looked up at her and gave an inviting nod toward the car. Other people shouted. â€Å"Hey, Jill, need a ride?† â€Å"We wouldn't want you to get lost in the woods again!† Gillian stood, feeling like a southern belle. So many people wanting her-it made her giddy. Angel was grandly indifferent (Pick anybody!) and she could see Amy's Geo a little distance away. Amy and Eugene were standing by it, looking up at her. But getting in a car with Eugene Elfred would be disastrous to her new status. She picked Cory the Party Guy, and the ride home was filled with his nonstop talk about Macon's party on Saturday. She had trouble getting rid of him at the door. Once she did, she walked up to her bedroom and fell on her bed, arms out. She stared at the ceiling. (Phew!) It had been the most incredible day of her life. She lay and listened to the quiet house and tried to gather her thoughts. The warmth was still percolating inside her, although it was mixed with a certain amount of anxiety. She wanted to see David again. She wanted to know how things had turned out with Tanya. She couldn't let herself feel happy until she was sure†¦ â€Å"Relax, would you?† Gillian sat up. The voice wasn't in her ear, it was beside the bed. Angel was sitting there. The sight hit her like a physical blow. She hadn't seen him since that morning and she'd forgotten how beautiful he was. His hair was dark golden with paler gold lights shimmering in it. His face was-well-classic perfection. Absolutely pure, denned like a sculpture in marble. His eyes were a violet so glorious it actually hurt to look at it. His expression was rapt and uplifted†¦ until he winked. Then it dissolved into mischief. â€Å"Uh, hi,† Gillian whispered huskily. â€Å"Hi, kid. Tired?† â€Å"Yeah. I feel†¦ used up.† â€Å"Well, take a nap, why don't you? I've got places to go anyway.† Gillian blinked. Places? â€Å"Angel†¦ I never asked you. What's heaven like? I mean, with angels like you, it's got to be different from most people's idea. That meadow I saw-that wasn't it, was it?† â€Å"No, that wasn't it. Heaven-well, it's hard to explain. It's all in the oscillation of the spatial-temporal harmonics, you know-what you'd call the inherent vibration of the plane. At a higher vibration everything assumes a much more complicated harmonic theme. †¦Ã¢â‚¬  â€Å"You're making this up, aren't you?† â€Å"Yeah. Actually it's classified. Why don't you get some sleep?† Gillian already had her eyes shut. She was happy when she woke up to smell dinner. But when she got downstairs, she found only her mother. â€Å"Dad's not home?† â€Å"No. He called, honey, and left a message for you. He'll be out of town on business for a while.† â€Å"But he'll be back for Christmas. Won't he?† â€Å"I'm sure he will.† Gillian didn't say anything else. She ate the hamburger casserole her mother served-and noticed that her mother didn't eat. Afterward, she sat in the kitchen and played with a fork. (You okay?) The voice in her ear was a welcome relief. (Angel. Yeah, I'm all right. I was just thinking†¦ about how everything started with Mom. It wasn't always like this. She was a teacher at the junior college†¦) (I know.) (And then-I think it was about five years ago- things just started happening. She started acting crazy. And then she was seeing things-what did I know about drinking then? I just thought she was nuts. It wasn't until Dad started finding empty bottles†¦) (I know.) (I just wish†¦ that things could be different.) A pause. (Angel? Do you think maybe they could be?) Another pause. Then Angel's voice was quiet. (I'll work on it, kid. But, yeah, I think maybe they could be.) Gillian shut her eyes. After a moment she opened them again. (Angel-how can I thank you? The things you're doing for me †¦ I can't even start to tell you †¦) (Don't mention it. And don't cry. A cheery face is worth triple A bonds. Besides, you have to answer the phone.) (What phone?) The phone rang. (That phone.) Gillian blew her nose and said a practice â€Å"Hello† to make sure her voice wasn't shaky. Then she took a deep breath and picked up the receiver. â€Å"Gillian?† Her fingers clenched on the phone. â€Å"Hi, David.† â€Å"Look, I just wanted to make , sure you were okay. I didn't even ask you that when-you know, this afternoon.† â€Å"Sure, I'm okay.† Gillian didn't need Angel to tell her what to say to this. â€Å"I can handle myself, you know.† â€Å"Yeah. But Tanya can be pretty intense sometimes. After you left she was-well, forget that.† He doesn't want to say anything bad about her, Gillian thought. She said, â€Å"I'm fine.† â€Å"It's just-† She could almost feel the frustration building on the other side of the line. And then David burst out as if something had snapped, â€Å"I didn't know!† â€Å"What?† â€Å"I didn't know she was-like that! I mean, she runs the teen helpline and she's on the Centralia relief committee and the Food Cupboard project and .. . Anyway, I thought she was different. A good person.† Conscience twinged. â€Å"David, I think she is some of the things you thought. She's brave. When that window-â€Å" â€Å"Quit it, Gillian. You're those things. You're brave and funny and-well, too honorable for your own good. You tried to give Tanya another chance.† He let out a breath. â€Å"But, anyway; you might have guessed, we're finished. I told Tanya that. And now†¦Ã¢â‚¬  His voice changed. Suddenly he laughed, sounding as if some burden had fallen off him. â€Å"Well, would you like me to drive you to the party Saturday night?† Gillian laughed, too. â€Å"I'd like it. I'd love it.† (Oh, Angel-thank you!) She was very happy. The rest of the week was wonderful. Every day she wore something daring and flattering scavenged from the depths of her closet. Every day she seemed to get more popular. People looked up when she walked into a room, not just meeting her eyes, but trying to catch her eye. They waved to her from a distance. They said hello up and down the halls. Everyone seemed glad to talk to her, and pleased if she wanted to talk to them. It was like being on a skyrocket, going higher and higher. And, always, her guide and protector was with her. Angel had come to seem like a part of her, the most savvy and ingenious part. He provided quips, smoothed over awkward situations, gave advice about who to tolerate and who to snub. Gillian was developing an instinct for this, too. She was gaining confidence in herself, finding new skills every day. She was literally becoming a new person. She didn't see much of Amy now. But Amy had Eugene, after all. And Gillian was so busy that she never even got to see David alone. The day of the party she went to Houghton with Amanda the Cheerleader and Steffi the Singer. They laughed a lot, got whistled at everywhere, and shopped until they were dizzy. Gillian bought a dress and ankle boots-both approved by Angel. When David picked her up that night, he let out a soft whistle himself. â€Å"I look okay?† â€Å"You look†¦Ã¢â‚¬  He shook his head. â€Å"Illegal, but also sort of spiritual. How do you do that?† Gillian smiled. Macon the Wallet's house was the house of a rich guy. A fleet of artsy reindeer made out of some kind of white twigs and glowing with tiny lights graced the lawn. Inside, it was all high ceilings and track lighting, oriental rugs, old china, silver. Gillian was dazzled. (My first real party! I mean, my first Popular Party. And it's even kind of, sort of for me.) (Your first real party, and it's all for you. The world is your oyster, kid. Go out and crack it.) Macon was coming toward her. Other people were looking. Gillian paused in the doorway of the room for effect, aware that she was making an entrance-and loving it. Her outfit was designer casual. A black minidress with a pattern of purple flowers so dark it could hardly be distinguished. The soft, crepey material dung to her like a second skin. Matte black tights. And of course the ankle boots. Not much makeup; she'd decided on the fresh, soft look for her face. She'd darkened her lashes just enough to make the violet of her eyes a startling contrast. She looked stunning†¦ and effortless. And she knew it very well. Macon's hooded eyes roved over her with something like suppressed hunger. â€Å"How's it going? You're looking good.† â€Å"We feel good,† Gillian said, squeezing David's arm. Macon's eyes darkened. He looked at the intersection of Gillian's hand and David's arm as if it offended him. David looked back dispassionately, but a sort of wordless menace exuded from him. Macon actually took a step back. But all he said was, â€Å"Well, my parents are gone for the weekend, so make yourself at home. There should be food somewhere.† There was food everywhere. Every kind of munchy thing. Music blasted from the den, echoing all over the house. As they walked in, Cory greeted them with, â€Å"Hey, guys! Grab a glass, it's going fast.† When he'd said that he would round up a keg last week, Gillian had foolishly misheard it as â€Å"a cake.† Now she understood. It was a keg of beer and everybody was drinking. And not just beer. There were hard liquor bottles around. One guy was lying on a table with his mouth open while a girl poured something from a rectangular bottle into it. â€Å"Hey, Jill, this is for you.† Cory was trying to give her a plastic glass with foam overflowing the top. Gillian looked at him with open scorn. She didn't need Angel's help for this. â€Å"Thanks, but I happen to like my brain cells, Maybe if you had more respect for yours you wouldn't be flunking biology.† There was laughter. Even Cory laughed and winced. â€Å"Right on,† Daryl the Rich Girl said, raising a can of diet Barq's root beer to Gillian in salute. And David waved Cory away and reached for a Coke. Nobody tried to pressure them and the guy on the table even looked a little embarrassed. Gillian had learned that you could pull anything off if you were cool enough, composed enough, and if you didn't back down. The feeling of success was much more intoxicating than liquor could have been. (How about that? Pretty good, huh? Huh? Huh?) (Oh †¦ oh, yeah, fine.) Angel seemed to deliberate. (Of course, it does say, â€Å"Wine maketh the heart of man glad†¦Ã¢â‚¬ ) (Oh, Angel, you're so silly. You sound like Cory!) Gillian almost laughed out loud. Everything was exciting. The music, the huge house with its opulent Christmas decorations. The people. All the girls threw their arms around Gillian and kissed her as if they hadn't seen her in weeks. Some of the boys tried, but David warned them off with a look. That was exciting, too. Having everyone know she was together with David Blackburn, that he was hers. It put her status through the ceiling. â€Å"Want to look around?† David was saying. â€Å"I can show you the upstairs; Macon doesn't care.† Gillian looked at him. â€Å"Bored?† He grinned. â€Å"No. But I wouldn't mind seeing you alone for a few minutes.† They went up a long carpeted staircase lined with oil paintings. The rooms upstairs were just as beautiful as downstairs: palatial and almost awe inspiring. It put Gillian in a quiet mood. The music wasn't as loud up here, and the cool marble gave her the feeling of being in a museum. She looked out a window to see velvet darkness punctuated by little twinkling lights. â€Å"You know, I'm glad you didn't want to drink back there.† David's voice behind her was quiet. She turned, trying to read his face. â€Å"But†¦ you were surprised?† â€Å"Well-it's just sometimes now you seem so adult. Sort of worldly.† â€Å"Me? I mean-I mean you're the one who seems like that.† And that's what you like in girls, she thought. He looked away and laughed. â€Å"Oh, yeah. The tough guy. The wild guy. Tanya and I used to party pretty hard.† He shrugged. â€Å"I'm not tough. I'm just a small-town guy trying to get through life. I don't look for trouble. I try to run from it if I can.† Gillian had to laugh herself at that. But there was something serious in David's dark eyes. â€Å"I admit, it sort of had a way of finding me in the past,† he said slowly. â€Å"And I've done some things that I'm not proud of. But, you know †¦ I'd like to change that-if it's possible.† â€Å"Sort of like a whole new side of you that wants to come out.† He looked startled. Then he glanced up and down her and grinned. â€Å"Yeah. Sort of like that.† Gillian felt suddenly inspired, hopeful. â€Å"I think,† she said slowly, trying to put her ideas together, â€Å"that sometimes people need to-to express both sides of themselves. And then they can be †¦ well, whole.† â€Å"Yeah. If that's possible.† He hesitated. Gillian didn't say anything, because she had the feeling that he was trying to. That there was some reason he'd brought her up to talk to her alone. â€Å"Well. You know something weird?† he said after a moment. â€Å"I don't feel exactly whole. And the truth is-† He looked around the darkened room. Gillian could only see his profile. He shook his head, then took a deep breath. â€Å"Okay, this is going to sound even dumber than I thought, but I've got to say it. I can't help it.† He turned back, toward her and said with a mixture of determination and apology, â€Å"And since that day when I found you out there in the snow, I have this feeling that I won't be, without †¦Ã¢â‚¬  He trailed off and shrugged. â€Å"Well-you,† he said finally, helplessly. The universe was one enormous heartbeat. Gillian could feel her body echoing it. She said slowly, â€Å"I †¦Ã¢â‚¬  â€Å"I know. I know how it sounds. I'm sorry.† â€Å"No,† Gillian whispered. â€Å"That wasn't what I was going to say.† He'd turned sharply away to glare at the window. Now he turned halfway back and she saw the glimmer of hope in his face. â€Å"I was going to say, I understand.† He looked as if he were afraid to believe. â€Å"Yeah, but do you really?† â€Å"I think I do-really.† And then he was moving toward her and Gillian was holding up her arms. Literally as if drawn to do it-but not just by â€Å"physical attraction. It sounded crazy, Gillian thought, but it wasn't physical so much as †¦ well, spiritual. They seemed to belong together. David was holding her. It felt incredibly strange and at the same time perfectly natural. He was warm and solid and Gillian felt her eyes shutting, her head drifting to his shoulder. Such a simple embrace, but it seemed to mean everything. The feelings inside Gillian were like a wonderful discovery. And she had the sense that she was on the verge of some other discovery, that if she just opened her eyes and looked into David's at this moment, somehow it would mean a change in the world†¦ (Kid?) The voice in Gillian's ear was quiet. (I really hate to say it, but I have to break this up. You have to sidle down to the master bedroom.) Gillian scarcely heard and couldn't pay attention. (Gillian! I mean it, kid. There's something going on that you have to know about.) (Angel?) (Tell him you'll be back in a few minutes. This is important!) There was no way to ignore that tone of urgency. Gillian stirred. â€Å"David, I have to go for a sec. Be right back.† David just nodded. â€Å"Sure.† It was Gillian who had trouble letting go of his hand, and when she did she still seemed to feel his grip. (This had better be good, Angel.) She blinked in the light of the hallway. (Go down to the end of the hall. That's the master bedroom. Go on in. Don't turn on the light.) The master bedroom was cavernous and dark and filled with large dim shapes like sleeping elephants. Gillian walked in and immediately banged into a piece of heavy furniture. (Be careful! See that light over there?) Light was showing around the edges of double doors on the other side of the room. The doors were closed. (And locked. That's the bathroom. Now, here's what I want you to do. Walk carefully over to the right of the bathroom and you'll find another door. It's the closet. I want you to quietly open that door and get in it.) (What?) Angel's voice was elaborately patient. (Get in the closet and put your ear against the wall.) Gillian shut her eyes. Then, feeling exactly like a burglar, she slowly turned the handle of the closet door and slipped inside. It was a walk-in closet, very long but stuffy because of the clothes bristling from both sides. Gillian had a profound feeling of intrusion, of being an invader of privacy. She seemed to walk a long way in before Angel stopped her. (Okay. Here. Now put your ear against the left wall.) Eyes still shut-it seemed to make the absolute darkness more bearable-Gillian burrowed between something long sheathed in plastic and something heavy and velvety. With the clothes embracing her on either side, she leaned her head until her bare ear touched wood. (Angel, I can't believe I'm doing this. I feel really stupid, and I'm scared, and if anybody finds me-) (Just listen, will you?) At first Gillian's heart seemed to drown out all other sounds* But then, faint but clear, she heard two voices she recognized.

Case Study †American Chemical Corp

The past performance of ACC as seen from the financial statements for the period 1974-79 is characterized by a high degree of variability. The overall situation has been very good with profit to net asset ratio (average 54. 3%) going as high as 84. 2% and 90% in 1977 and 1978, before dropping to 66. 4% in 1979. Barring the year 1975, the ratio has also shown a consistently increasing trend. In absolute terms the operating profit has shown substantial increases between the years 1976 and 1978.Except for 1976, when the company’s performance ahs dipped as a result of general market conditions, the company has shown reasonably good growth in sales, both in terms of quantity and amount. Costs have been under control and in some cases have declined over the years. Hence the past performance of ACC has been good but has shown a high degree of variability. This indicates that although the company has been performing well, the risk associated with it is also high. 2. Competitive enviro nment of ACC at the timeIn 1979, there were a dozen companies producing sodium chlorate. Apart from large, diversified chemical companies, these also included a few paper and pulp companies that had backward integrated into production of sodium chlorate. The total existing capacity was 455,000 tons, and another 75,000 tons were being added by way of new plants being put up. Over the years, sales of sodium chlorate had increased 220,000 tons in 1970 to 435,000 tons in 1979 (expected figure), representing an increase of 97. 7%.Durng the same period capacity grew from 270,000 tons to 455,000 tons, representing an increase of 68. 5%. This lag in the increase in capacity, compared to the increase in sales, has augured well for the companies manufacturing this chemical, and resulted in substantial price increases from $129 per ton in 1970 to $413 in 1979. Thus the market and competitive environment were quite favorable to the manufacturers at this time. Incremental cash flows associated with the acquisition of Collinsville plant without laminate technology Using the same assumptions made in the preparation of the pro forma financial statements by Dixon for the years 1980-1984 as the basis, projections for a further period of five years were made to obtain expected incomes for a period of ten years, which is the estimated life of the plant.The cash flow has been arrived at by adding back depreciation, which is a non-cash charge, to the net incomes to arrive at the cash flow each year. The results are shown in Table 1. 7. Incremental cash flows and NPV associated with investment in laminate technology Dixon will get the laminate technology as part of the agreement for sale of the Collinsville plant, and hence no extra cash flow will be involved for the acquisition of the technology. However, Dixon will have to bear the cost of installation, which will amount to $2. 2 5 million. This will be depreciated over a period of ten years.There will be a one time cash outflow of $2. 25 million at the beginning of the installation. As against this, there will be recurring benefits in the form of savings in graphite and power consumption over the life of the project, which is ten years. The incremental cash flow that will accrue on an annual basis will involve no cash outflow, as the incremental cash flow is in the form of pure savings. The savings will consist of complete elimination of graphite costs and a saving of 15-20% in power. Taking a conservative view, 15% power savings are considered for the cash flow projections, which are shown in Table 2 below.

The continuance of physical abuse against children, some episodes of which lead to substantial physical injury and even death, is a cause of intense distress to the people and policy makers of the country. Much of media debate and discussion on the issue assigns the responsibility for such continued violence against children, despite the existence of extensive preventive infrastructure, very squarely, on inadequate managerial leadership and decision making skills at various levels of the social services and social work infrastructure, as well as in other public services like health, education and policing. Learning Lessons Ofsted, Lord Laming Whilst incidents of violence against children have in the past led to inte nse criticism of individual social workers and of the social services system, contemporary nationwide soul searching over child safety is bringing up concerns regarding managerial control, leadership and decision making, across the ambit of the concerned public service organisations. Laming The Serious Cases Review, a national fact finding process that among other things investigates episodes of serious violence against children, has time and again provided details on reasons behind individual child abuse cases, the learning to be taken from such episodes, and the actions needed for the prevention of recurrence of such horrific incidents. U/LL The continuance of such episodes, despite the presence of extensive preventive machinery and the availability of such significant information has created confusion and concern over the ability of public service organisations to control and reduce child abuse and related deaths. Observers and analysts feel that a number of causes have combined to produce, stagnation, inefficiency, and ineffectiveness in the decision making of public sector agencies, and in their ability to work in cooperation and in collaboration with each other. This study takes up the investigation of child abuse in the UK, the findings of the serious case reviews, and the learning obtained from such reviews. This is followed by an exploration and analysis of the factors that limit the role of such learning in the actual decision making processes of various public agencies that are associated with and are responsible for the safety of children in the UK. 2. Commentary Legislation and Public Policy on Child Protection Abuse against children can occur in numerous different circumstances and across social and economic segments. Children are specifically vulnerable in circumstances or environments that concern family violence, bullying, substance misuse, learning inadequacies, mental health problems, and social and economic difficulties; also when children are unplanned, unwanted, premature or disabled. Vulnerable children may again be open to threats from more than one type of neglect or abuse. CPG The occurrence or possibility of significant harm provides the trigger for initiation of child safety and protection measures in the UK. The occurrence of significant harm depends upon a range of issues like the extent of abuse, its impact on the child, and the circumstances in which the abuse took or can take place. Whilst even a single traumatic episode may constitute significant harm, the term is more representative of a cumulative pattern of episodes that adversely affect a child. CPG The Children Act 1989, as well as The Children (Scotland) Act 1995, state that all local authorities must act jointly to safeguard children in need. The Children Act 2004 subsequently introduced a statutory structure for local cooperation for protection of children in England and Wales. All organisations that are responsible for providing services to children, including those that are engaged in education and health care, need to necessarily take steps for safeguarding of children in the discharging of their normal functions. CPG The English, Scottish and Welsh Executives have published detailed guidelines on inter-agency working on protecting children, which are available on their websites. CPG The Social Services is the lead child protection agency. It is statutorily responsible for making enquiries into all issues concerning child protection and is the main contact point for child welfare. The police are also empowered to intervene in all circumstances that could concern the safety of children. Local Safeguarding Children Boards (LSCBs) and Child Protection Committees (CPCs) are responsible for outlining the ways in which relevant organisations in individual local areas must cooperate to provide safety and security to children. CPG All organisations responsible for providing services to children are required to have clear structures and practices for child protection in place. These include (a) specific lines of accountability for work in child protection, (b) arrangements for suitable checks on new volunteers and staff, (c) procedures for handling of allegations of abuse against volunteers and staff members, (d) suitable programmes for training of staff, (e) a policy for child protection, (f) appropriate procedures for whistle blowing and (g) a culture that encourages the addressing of issues related to safeguarding of children. CPG Health care professionals who have apprehensions about neglect or abuse should adhere to local child protection procedures and should have access to required support and advice. CPG NHS organisations must have a doctor and nurse with requisite expertise in child protection. Private hospitals also need to compulsorily have child protection policies as, well as named professionals who possess expertise in child protection. It is also mandatory for all professionals dealing with children, as well as members of the general public, to bring apprehensions or fears about the vulnerability of any child in their domain of knowledge, (who is or could be under physical threat), to the attention of the local social services department.CPG It thereafter becomes mandatory on the social services to take such reference into account, carry out detailed assessments of the needs of the child under threat and plan and implement appropriate interventions. CPG Serious Case Reviews and their Findings The social service in the UK has been rocked by instances of child abuse, some of which have led to death. Two year old James Bulgar was brutally murdered by two ten year olds, Thompson and Venables, in 1993. JB The incident, which attracted immense publicity and public outrage and led to the imprisonment of the two perpetrators for many years, increased awareness of the dangers faced by children and young adults and the need to bring in policies and procedures for improving their safety. The tragic death of 8 year old Victoria Climbie, in 2000, at the hands of her carers, led to the institution of a public inquiry, the severe indictment of social workers for being negligent towards their duties and responsibilities, and to a number of positive developments in the area of child protection. The publication of the Laming Report, in 2002, led to the formulation of the Every Child Matters programme and the enactment of The Children Act 2004. The death of 17 month old baby P, in 2007, which occurred out of injuries suffered at the hands of his carers, (his mother and her boyfriend), during a period in which he was repeatedly seen by social workers brought home the fact that children continued to be unsafe despite the introduction of legal enactments and policy reforms, and the strengthening of the social services sector. * The neglect, abuse, or death of a child being a matter of immense national concern, UK public policy calls for the undertaking of serious care reviews in circumstances (a) where a child has been seriously injured or harmed, or has died, and (b) abuse is suspected or known to have been a factor in the occurrence of the incident. Chapter 8 of the Government Document Working Together to Safeguard Children (1999) states that a LSCB must necessarily carry out a serious case review in all circumstances where a child dies and neglect or abuse is suspected or known to be a factor. Learning All LSCBs are also enjoined to consider the conduct of a serious case review in the following circumstances. (a) a child sustains a potentially life-threatening injury or serious and permanent impairment to health and development through abuse or neglect, (b) a child has been subject to particularly serious sexual abuse, (c) a childs parent has been murdered and a homicide review is being initiated, (d) a child has been killed by a parent with a mental illness, (e) the case gives rise to concerns about inter-agency working to protect children from harm. (Learningà ¢Ã¢â€š ¬Ã‚ ¦, 2008) The same document defines three specific aims of a serious case review, namely (a) the establishment of whether any lessons about inter-agency working can be learnt from the case, (b) the clear identification of the nature of these lessons, the ways in which such lessons will be acted upon, and the change that can be expected to result from such working, and (c) improvement of inter-agency working and the institution of better safeguards for children. when a child dies and abuse or neglect are known or suspected to be a factor in the death, local agencies should consider immediately whether there are other children at risk of harm who need safeguarding (and) whether there are any lessons to be learned from the tragedy about the ways in which they work together to safeguard children. (Sinclair Bullock, 2002) Serious case reviews, it is stipulated, should be conducted by individuals who are independent of all involved agencies and professionals, and should be submitted within a period of four months of the decision for carrying out the review. LSCBs are obliged to send each completed review for evaluation to Ofsted. The results of the Ofsted evaluation are shared with LSCBs and constitute an integral part of the information used for the yearly performance assessments of local areas. Learning The Ofsted study of the 50 serious case reviews received by the agency from April 2007 to March 2008 provides significant information on the nature of child abuse, the reasons for such abuse, and the working of different agencies who are entrusted with the responsibility of preventing such abuse. *The study reveals that children aged less than one year formed the largest group of the total surveyed population. This segment, which comprised of 21 children, was followed by the 11 to 15 age segment (14 cases), the 1 to 5 age segment (8 cases) and finally the over 16 segment (6 cases). The majority of these children died from the abuse that was inflicted upon them. In the case of children aged less than one year, the commonest cause of injury or death was physical assault by a parent, or the partner of a parent. Amongst the children and young people in the age group 11 to 16, 9 killed themselves, 3 were murdered by other young persons, and 1 died of anorexia. The key issues that arose from the evaluation of 50 serious case reviews concerned drug and alcohol misuse, domestic violence, mental illness, and learning difficulties or disabilities. In the case of drug and alcohol misuse, reviews found that the concerned agencies did not suitably evaluate and access the risks that could come about from such misuse, particularly in the case of very young babies. Domestic violence also featured in a number of serious case reviews, often in conjunction with drug and alcohol misuse. Agencies were again found to be inadequate in understanding, accepting and assessing the effect of domestic violence on young children. In some of these cases the history of domestic violence in the family was known to outsiders and police intervention had occurred in the past. Agencies, particularly the police, did not follow policies and procedures, with identified issues including poor levels of police training and inadequate attention to recording and reporting of domestic violence occurrences. Mental illness came across as an issue of concern in a number of reviews. In many cases the health visitor and the midwife were unaware of the histories of the mental health of the mother, or of the learning difficulties of the father, which otherwise would have influenced their assessments. A number of delays occurred in the assessment and treatment of people in need of assistance from mental health services. A few cases involved issues related both to mental health and to learning disabilities. The serious case reviews repeatedly point to specific inadequacies on the part of agencies in dealing with child abuse problems. The various agencies were found to be limited in their understanding of basic signs, symptoms and factors concerning child protection risks. Agencies tended to respond reactively to a particular situation rather than by perceiving the situation in the context of the history of the case. Agencies, by themselves, did not have complete details of the involved families or records of their concerns. The agency staff accepted, on a number of occasions, standards of care that in the normal course would not be acceptable by most families. Very little direct contact was established with the children in order to find out their thoughts and feelings about their situations. In many cases professionals tended to be uncertain about the importance of child protection issues, more so in complex and chaotic family environments, and placed inordinate trust on the statements of parents. Families on the other hand often expressed hostility to establishment of contact with professionals and engineered numerous strategies to keep them at a distance. Very few assessments contained evaluation of the quality of relationships between children and parents. In many cases multiple assessments were carried out on families, which were followed by the establishment of plans that did not contain any clear expectations of the changes that were needed for the sake of the children, and the likely consequences, if such changes did not occur. Many of the reviews reveal a number of lost opportunities on the part of universal services for suitable intervention and prevention of abuse. Such agencies included schools, health services and other services like housing, Connexions and Surestart. The majority of reviews pointed out that whilst policies and procedures were by and large appropriate and adequate, there was poor practice in the implementation of basic procedures, including in assessment, planning and decision making. With the understanding of the signs, symptoms and risk factors of child protection being inadequate, agency staff continued to be unaware of the possibility in the situations they were handling. Communication, both between and within agencies, was found to be poor; and specifically so with health agencies. Record keeping was essentially poor across agencies and particularly so in health services and schools. All agencies failed in seeing children in person, recording how they were, how they looked and wha t they said or noticed alterations in appearance or behaviour. Management oversight was identified in practically 50% of the evaluations, mostly in connection with social care managers. The absence of the management overview was common in cases concerning chronic neglect. Managers in such cases, instead of trying to see the larger picture, tended to react and make their decisions in response to specific incidents, as and when they arose. One manager decided it was not appropriate to remove four children on the basis of one minor injury and that instead a full assessment should be undertaken, without taking into account the catalogue of previous incidents and concerns, and the fact that the family had already been assessed four times. (Learning, 2008) Individual staff errors, in connection with social care staff, as well as members of police and health agencies were mentioned in a few cases as being instrumental in the lack of prevention of child abuse. Whilst staff capacity and resources were by and large not felt to be a major reason behind the failings, the requirement for additional staff training was mentioned in the majority of serious case reviews. The lack of basic awareness of indicators of abuse in important staff groups like teachers, health visitors, GPs, midwifes and emergency and accident personnel was felt to be a matter of great concern. Poor assessment and planning was a concern in most evaluations. Issues like parenting abilities, drug and alcohol dependence, and mental health problems were not addressed in decisions concerning the need for assessments. Universal services were felt to be inadequate in undertaking risk assessments for purposes of deciding whether specific cases should be referred to social care agencies. Members of universal services did not appear to have competencies in listening to children, in questioning what was presented to them, and in being open to the chances of abuse. With the prevalence of a rule of optimism, it was hard for such people to be curious about what the children were facing. Social care services were found failing in acting in accordance with their procedures, both with regard to assessment and planning. Assessments were not made in a number of cases, without such actions being supported by adequate reasons. Assessments, in other cases, were poorly done, often failing to take account of the wishes, feelings, or situation of the child, or of information available with other agencies. A number of reviews revealed agency neglect. Agencies, in such cases knew the families for considerable periods. The common themes that emerged in areas of neglect concerned (a) the failures of individual agencies to possess complete pictures of families, situations, and records, (b) agency tendencies to respond reactively, (c) resigned acceptance of otherwise unacceptable standards of care (d) failure to make direct contact with children and (d) not taking children seriously, when they try to tell agency representatives about their situations. An important message that arose from one of the reviews related to the issue of family support obscuring the need for child protection. It also was felt that (a) agencies should be more alert to the possibility of unintentional collusion by professionals in the continual abuse of children and that (b) decisive action needed to be taken when evidence of change with regard to circumstances of children was insufficient. The evaluation also takes note of poor record keeping, especially in the case of schools. Schools, in more than 60% of the cases, did not have comprehensive records, either of families of children, or of their attendance or non attendance. The Lord Laming Report on The Protection of Children in England, 2009, also makes a number of negative observations about management skills, leadership, and quality of decision making in the agencies responsible for directly and indirectly safeguarding children. Laming The report specifically calls upon the relevant Cabinet Subcommittee to ensure the adoption of comprehensive and collaborative national strategies for delivery of local strategies by all government departments involved in safety of children. The report calls upon Directors of Children Services, senior service managers, police area commanders and chief executives of PCTs to frequently review referrals in cases concerning the safety of children and ensure a sound approach in terms of multi-agency working, risk assessment, onward referral and decision making. DCSs without direct experience in protecting children are required to appoint senior managers with required skills and experience. The Laming Report further calls for effective leadership at the national, regional and local level in involved public agencies in order to provide the support or expertise required for adequate child protection. It places great emphasis on the role of the Directors of Children Services in protecting children and places the onus of responsibility squarely on their shoulders. The time is long past when the most junior employee should carry the heaviest burden of accountability. The performance and effectiveness of the most senior managers in each of these services should be assessed against the quality of the outcomes for the most vulnerable children and young people. (Laming, 2009) Managers, the report says, need to lead from the front and take personal interest in delivery of frontline services. They need to ensure that the stipulations regarding referral and assessment in working together to safeguard children are being adhered to comprehensively. Managers are also called upon to ensure that communication, information sharing and decision making between the local services and within each local service are capable of keeping children safe, even in times of pressure. They should value and support frontline managers, ensure rigorous management control of decision making and improve and shorten communication lines between senior managers and child protection staff. Management and Decision Making Issues in Public Service Agencies Study and analysis of the material available in serious case reviews reveals a number of issues of concern. At one level the concerns of policy makers, individual experts and monitoring agencies like Ofsted are very obvious. Such concerns have led to the enactment of child protection law and to the introduction of nationwide policies within the overall ambit of the Every Child Matters programme; which work towards ensuring the safety of children through the combined multidisciplinary efforts of the education, health, police and social services. Changes in attitudes towards increasing the effectiveness of working of government agencies have resulted in the introduction of managerialism and much stronger accountability among the executives and staff of these agencies. Structures have been put in place and procedures introduced to ensure better coordination and closer involvement between different agencies in delivery of services in various areas related to child protection. Members of the NHS, individual GPs, managements of schools, and members of the social services have repeatedly been tol d about and are aware of their need to work together, and take proactive steps on their own, without waiting for instructions or approval in any circumstance where the safety of a child has come or can come under threat. The extent of media discussion and public outrage that followed the deaths of James Bulger, Victoria Climbie and Baby P indicates the expectations of the nation from these services, with regard to protection of children and vulnerable young adults. The continuance of brutality and abuse towards children, resulting in injury and death, despite the introduction and implementation of numerous multi-dimensional and holistic measures, whilst being a matter of concern, primarily points to ineffective management and decision making at the level of service delivery in these various organisations. The key learning that emerges from the serious case reviews relates to (a) basic lack of understanding in agencies regarding the signs and symptoms of child abuse, (b) under establishment of meaningful contact with the children at threat, (c) credence to the views expressed by parents, (d) inability to counter the engineered hostility of parents, (e) poor quality assessments, (e) inadequate coordination between critical services like the police, the NHS, and schools with social services, (f) a high degree of management oversight, (g) the tendency of managers to ignore the larger picture and react to specific situations, (h) poor assessment and planning, (i) lack of alertness to the possibility of unintentional collusion by professionals in the continuance of abuse on children and (j) absence of decisive action in the presence of evidence relating to abuse of children. Lord Laming, in his comprehensive report also takes up the issue of management at the agency level very strongly. His comments indicate (a) the need for recruitment and retention of workers engaged in child protection, (b) undue emphasis on targets and processes, (c) bureaucratic, lengthy, and over complicated tick-box methods for assessment, (d) lack of coordination between different agencies responsible for child protection, (e) inadequate training and support for frontline workers in the police, social services and health care, (f) poor staff morale, (g) inadequate and low quality supervision, (h) high workloads and (i) the need for some resource augmentation, both in the police and in the social services. Such circumstances are exceedingly common in poorly managed organisations in the private sector, and are also reflective of many adequately resourced but inefficiently managed public sector organisations. Whilst sustained poor management in private business firms mostly leads to economic losses and organisational closure, similar situations in publicly funded government enterprises or agencies lead to continued inefficiency and poor product and service quality. Such situations in public service organisations entrusted with vitally important responsibilities can have literally tragic consequences; as is seen by the continuance of episodes of child brutality and child deaths. The continuance of such a situation is also absolutely unacceptable. Lord Laming, in a candid aside, remarks that he has often been tempted to tell managers of ineffective agencies to just do it, even whilst realising that such impatience was unlikely to lead to any constructive results. Laming The essence of management, both in the private and public sector lies in the making and in the quality of decisions by organisational managers. Managers in the course of their work are continuously required to assess alternatives and take decisions, on a broad range of issues, which can have both long and short term implications. Strategy, Proctor Extant management literature is awash with different decision making styles, which range from immediate and instinctive reactions to the use of complex statistical models and decision trees. Whilst decision making involves consideration of numerous factors, it is also subject to the influence of different obvious and latent forces. It involves both quantitative and qualitative analysis, even as it is affected by rational (objective) judgement and non-rational (subjective) factors like organisational environment and culture. Numerous subjective issues like the personality of decision makers, relationships of decision makers with other organisational members, peer pressure, expectations of seniors and juniors and personal agendas of decision makers influence decisions. Individuals engaged in social services are additionally bound to act in accordance with clear and strong codes of ethics and against oppression and discrimination. Professionals in other services that are associated with child protection, like schools, health services and the police are also influenced and controlled by their particular codes of conduct, their professional ethics, and their organisational norms. Decision making in such environments, which are likely to be chaotic rather than stable is essentially a complex issue and obviously subject to various degrees of success. Sources on Decision Making Whilst the possibility of decisions being wrong is normal in all human situations, the possibility of extremely unfortunate consequences of wrong decisions in areas of child safety make the institutionalisation of sound, rational and essentially ethical decision making processes in concerned necessary. Peter Drucker identifies eight decision making practices followed by successful executives Ask What needs to be done? Ask What is right for the enterprise? Develop action plans Take responsibility for decisions Take responsibility for communicating Focus on opportunities rather than problems Run productive meetings Think and say we rather than I (Decisionà ¢Ã¢â€š ¬Ã‚ ¦, 2010) Drucker Druckers suggestions go to the heart of the decision making process with fundamental questions on the need for the decision, followed by creation of focus on areas of improvement, rather than on problems, the development of collective action, and finally the need for responsibility and communication. Ralph Keeney (1998), states that decision making failures often occur because of decision makers tending to consider too few alternatives in their decision making process. Decision makers, Keeney states, need to assess their problems carefully and decide upon objectives by questioning goals, objectives, aspirations, interests and fears. They also need to carefully assess the consequences of different alternatives before choosing routes of action. Modern day managers are told to devise different alternatives through imagining of different options and use of brainstorming techniques. Endosymbiosis Endosymbiosis is the theory that eukaryotic cells were formed when a prokaryotic cell ingested some aerobic bacteria. The first step of the evolution of a eukaryotic cell is the infolding of the cellular membrane. This process takes place when the plasma membrane folds inwards and develops an envelope around a smaller prokaryotic cell. Once the smaller cell is engulfed, it becomes dependent upon its host cell. It relies on the host cell for organic molecules and inorganic compounds. However, the host cell also benefits because it has an increased output of ATP for cellular activities and becomes more productive. This ATP comes from the mitochondrion (the aerobe) that is engulfed. All eukaryotic cells contain the mitochondrion that is made through this process. However, only some of the eukaryotic cells (plant cells) form chloroplasts through endosymbiosis after the mitochondrion is formed. Some of the prokaryotic cells ingest cyanobacteria. These bacteria contain photosynthetic pigments that are useful in photosynthesis. The cyanobacteria become dependent upon the host cell and can no longer survive on its own. Over time, it becomes the chloroplast, a main organelle of plant cells. The chloroplast is then able to convert energy from the sun to energy-rich sugar molecules which are then converted to chemical energy in the form of ATP. (1) The evidence for endosymbiosis is most prevalent in the mitochondria and chloroplasts of cells. The ribosomes of mitochondria and chloroplasts resemble that of prokaryotic ribosomes because of their similar size, 70s. Mitochondria, chloroplasts, and prokaryotes all divide by binary fission. The genome of mitochondria and chloroplasts most resemble prokaryot... ...he nucleus as well. In conclusion, the nucleus is an endosymbiont of bacteria and archaea. The host cell most likely did not come from the bacteria. The host cell, chronocyte, was not a prokaryotic cell but one that had a cytoskeleton composed of actin and tubulin and a complex membrane system. The chronocyte contributed to the end product that is the euaryotic cell. Its contributions were the cytoskeleton, endoplasmic reticulum, Golgi apparatus, and major intracellular control systems. A Rose For Emily :: A Rose for Emily, William Faulkner

An Interpretation of William Faulkner's "A Rose for Emily" In the short story " A Rose for Emily," William Faulkner tells the sad story of a woman who has had an extremely sheltered life. It is a tragic story in which Miss Emily's hopes and dreams for a normal life are hopelessly lost. William Faulkner was simply writing a sad story that can be related to anyone who has had hopes and aspirations, but has conflict within themselves and with others and who is unable to fulfill any of them. Miss Emily is kept at home by her father and is almost hidden from the world. It is not said in the story, but it is assumed that Miss Emily's mother is deceased or no longer around. The reader is left with the impression that her father was uncaring, abusive, and arrogant. Apparently he kept Miss Emily hidden from fitting suitors and did not let her make a life of her own. After her fathers death, Miss Emily was emotional unstable. For three days after her father died, she refus ed to acknowledge his death. She wouldn't let the towns people dispose of his body. She then regressed when they finally came to take his body out (because of the horrible smell which all of the neighbors were complaining about). Miss Emily locked herself away in her self-imposed dark world. When she finally comes out in to the town again, she has cut off all of her hair trying to make herself look like a little girl. Perhaps because she was trying to regain stolen time by her father. During this time she meets Homer, a man the townspeople consider beneath her who seems to almost replace her father. She finally seems to have found happiness, but is then seen buying poison in the local drug store. She asks for arsenic and refuses to tell the druggist what it is for. The townspeople think she is going to kill herself. Later they will find out how wrong they were! The townspeople try to pressure Miss Emily to marry Homer because they call their relationship improper and disgraceful. Th e townspeople contact her cousins to come into town and request their intervention. They come quickly and seem to talk some sense into her. The townspeople were assured of their marriage and her cousins returned home after one week. Homer then returned three days later and was seen coming into Miss Emily's back door. Davidsons Beliefs, Rationality and Psychophysical Laws :: Psychology Essays

Davidson's Beliefs, Rationality and Psychophysical Laws ABSTRACT: Davidson argues (1) that the connection between belief and the "constitutive ideal of rationality" (2) precludes the possibility of their being any type-type identities between mental and physical events. However, there are radically different ways to understand both the nature and content of this "constitutive ideal," and the plausibility of Davidson’s argument depends on blurring the distinction between two of these ways. Indeed, it will be argued here that no consistent understanding of the constitutive ideal will allow it to play the dialectical role Davidson intends for it. I. Davidson’s Argument Davidson argues that there can’t be type-type identities between metal and physical events because: (a) if there were such identities, then there would be lawlike statements relating mental and physical events, and (b) there can be no such lawlike statements. According to Davidson, there can be no lawlike connections between the mental and the physical because of the ‘disparate commitments’ (3) of the two realms. Davidson’s argument for this claim can be schematized very roughly as follows: 1. The application of mental predicates is constrained by the constitutive ideal of rationality. 2. The application of physical predicates is not constrained in this way. 3. Therefore, there can be no lawlike statements relating the two sorts of predicate. According to Davidson, if we are to ascribe propositional attitudes such as beliefs and desires to people at all, we are committed to finding them to be rational. As Davidson puts it ‘[n]othing a person could say or do would count as good enough grounds for the attribution of a straightforwardly and obviously contradictory belief.’ (4) If someone were treated as having such manifestly contradictory beliefs, the fault would lie with the interpretation of the person’s thoughts, not with the thoughts themselves. (5) Since this ‘constitutive ideal of rationality’ controls our interpretations, ‘we must stand prepared, as the evidence accumulates, to adjust our theory in the light of considerations of overall cogency,’ (6) and in doing so we ‘necessarily impose conditions of coherence, rationality, and consistency’ (7) on the beliefs ascribed. The constitutive ideal will thus affect which mental predicates we actually attribute. Th ere is, however, no corresponding pressure upon our attribution of physical predicates. As a result, we cannot expect there to be any lawlike connections between the two types of predicates, even if the two happen to occur together. As Davidson puts it: As long as it is behavior and not something else we want to describe and explain, we must warp the evidence to fit this frame.

I, Too, Sing America Analysis

Michael Morgan AP English Literature and Composition: Poetry Response10/7/12 In â€Å"I, Too, Sing America† Langston Hughes shines light on the rich history of struggle for African Americans in the United States. For example, the text states â€Å"I am the darker brother, They send me to eat in the kitchen/ When company comes. † This shows that as a people, Blacks were marginalized and treated inhumanely simply on the basis of skin color by their Caucasian counterparts.We were sent to this figurative â€Å"kitchen† because Whites were ashamed of us because we did not fit the societal expectations of what it meant to be American. In the Declaration of Independence, the very document that is symbolic of America’s freedom and triumph it states, â€Å"that all men are created equal, that they are endowed by their Creator with certain unalienable Rights. † Regardless of origin, race, or ethnic makeup, As Americans we are all equals under this text; howev er, they regarded the existence of Blacks as if we were all children of a lesser God.The opening lines also illustrate the oppressive nature of white folks. Blacks were forced to eat in the kitchen; there was no option, nor alternative. This shows how we were trained to be subservient and give in to authority without questioning it. Langston Hughes highlights the resilience of Black folk and our ability to remain resolute in times of utter despair. For example, he writes that in the end he will eat, laugh and grow strong.With the diction â€Å"grow strong,† Hughes is foreshadowing that a day will come when the Africans living in America who have been shunned and ostracized from society will stand up in unity and reveal their power to those who have trespassed against them. For centuries we have been mistreated, downtrodden, and dispossessed, but a time will arise where we must all stand together in solidarity to overthrow those who have held us in captivity. This reminds the reader of the antebellum south, where whenever Master had company, he would send his servants to the kitchen to eat.However in his seclusion, the narrator finds humor. He laughs in the midst of this abysmal situation because he knows that his time to release the shackles that have been inextricably bound to him and his ancestors is imminently approaching. He knows that while his masters can overtake his physical being, his mind cannot be controlled. The narrator has chosen to not let his current circumstance become his condition but to demonstrate the courage and spirit of the Black slave. Hughes’ next few lines are the most elevant, considering the current political and social state of affairs in the United States. For example, the text states that, â€Å"Tomorrow,  I'll be at the table/ When company comes. Nobody'll dare/ Say to me,  Ã¢â‚¬Å"Eat in the kitchen,†/Then. † This shows that the author was stating that a time would come when Blacks would be seen f or who they are as people and not what they look like. This â€Å"Tomorrow† refers to a time where Blacks and Whites will be equal. This equality is articulated through the speaker's claim that he, too, will â€Å"be at the table† the next time visitors are invited over.In a historical context, the â€Å"tomorrow† that Hughes speaks of has already arrived. With the election of America’s first Black President, centuries of defeat, and agony came to an impasse. Since the first slaves arrived in the New World, Africans have been without. We were without a voice, without human rights, without the freedoms that were promised to all Americans by the architects of our republic. In the final lines, the text states that, â€Å"Besides,  They'll see how beautiful I am/ And be ashamed– I, too, am America. Hughes uses America as a symbol of diversity to depict how he is apart his country. Those who have done Blacks wrong should feel shame for the irreparabl e damage done to innocent people. However, within the last 4 years, a glimpse of what we are capable of has been revealed. We have the ability to succeed, despite the odds that have never been in our favor. We have the audacity to hope in the face of adversity, racism, and discrimination to the highest degrees. We possess the love to pull one another up so that we may progress as a whole.

Humor in Stephen Crane’s “The Bride Comes to Yellow Sky” Essay

Stephen Crane’s short story â€Å"The Bride Comes to Yellow Sky† is considered by many to be a masterpiece. One writer even called it â€Å"the greatest story ever written.† One of the reasons the story is so good is that Crane uses humor to make some serious points about people in general and the Old West in particular. In the first part of the story, Crane portrays Jack Potter and his new wife as humorous characters. Not only are they awkward with each other, but they are also completely out of place in the fancy railroad car that is taking them to the Yellow Sky. Crane makes us see them through the eyes of the condescending porter and the other passengers, who keep giving the couple â€Å"stares or derisive enjoyment†. Jack’s fear about how the people of Yellow Sky will react to his marriage is also amusing because we would expect a town marshal to be brave, not afraid of the people he is paid to protect. Part II presents another comical situation- a lone drunk is able to scare a whole town just because Jack Potter is away. This situation is especially funny because of an ironic contrast that the reader already knows about. The man the townspeople are depending on to protect them is the same man we have just learned is afraid to tell them he is married. Part II also includes the comical character of the unsuspecting traveling salesman, whose increasingly agitated questions about Scratchy Wilson set the state for the confrontation the reader knows will occur. Crane is in effect setting us up for the â€Å"punch line† of his story. First we hear about the raging, fearsome drunk who is terrorizing the town- and then we see him. In Part III we get a close look at this Scratchy Wilson, whom we are supposedly prepared for. At first glance, he does behave like a typical Wild West villain. However, we soon learn details about him that make him seem ridiculous. For one thing, he wears a shirt made by women in New York City and boots favored by little boys in New England, hardly the outfit we would expect an authentic Western villain to wear. In fact, these details are the reader’s first hint of what will develop as Crane’s major theme: that the West is no longer a terribly wild place. The lengths Scratchy goes to in order to frighten a dog also show him to be a bit ludicrous as a bad guy.  Scratchy may roar and bellow â€Å"terrible invitations† to fight, but Crane lets us know exactly how terrifying he really is: â€Å"The calm adobe preserved their demeanor at the passing of this small thing in the middle of the street.† In Part IV, Crane finally brings his two major characters together for a showdown that is comical because it disappoints our expectations. Facing Scratchy down without a gun, Potter proves to be just as brace as we have been led to believe, but as a villain, Scratchy turns out to be pretty easily subdued. Presented with the news of Potter’s marriage, he loses all his menace and sadly walks away. Ironically, he is defeated not by brute force or sheer courage but instead by â€Å"a foreign condition† that he does not understand. His world is suddenly turned upside down by Potter’s news. Ferocious, gun-toting drunks and the courageous town marshals who fight them are not supposed to have wives. Once the bride comes to Yellow Sky, the rules of the game are so different that Scratchy no longer knows how to play. According to one critic, Donald B. Gibson, the point of Crane’s story is that by the late 1800’s, the Wild West was dead, even though some people living there did not realize it. While Jack Potter has taken a big step toward adjusting to the changed world he lives in, Scratchy is simply befuddled by it. Gibson’s interpretation makes sense and it gets at the heart of the humor in Crane’s story. However, one cannot help but suspect that Crane is doing more than simply mocking the conventions of the Western. That would make his story a funny parody, but certainly not a masterpiece. Crane is also showing us what happens to a society in transition, a culture whose values are in a state of flux. A â€Å"simple child of the earlier plains†, Scratchy Wilson is an anachronism, a man who finds himself out of place historically. Luckily, he has the good grade and good sense to realize his predicament and walk away from what he cannot understand. But who knows- perhaps some day he’ll find himself a bride and bring her back to Yellow Sky.
